Partnership for Food Industry Development - Project Introduction

USAID FUNDED PROJECT

Developing Awareness, Support Systems, Networks and Best Practices for the Food Industry

The purpose of the United States Agency for International Development (USAID)-designed and -funded activity titled Partnerships for Food Industry Development for Meat, Seafood and Poultry (PFID-MSP) is to support partnerships that contribute to the economic growth of client countries by mobilizing private and public sector expertise to add value, as well as meet safety and quality standards, in the production of food products for domestic and international markets of USAID client countries.

The Louisiana State University Agricultural Center (LSU AgCenter), the World Food Logistics Organization (WFLO), the World Laboratory, Ukraine Branch, and Central Agricultural Marketing Information Bureau (CAMIB) in Moldova implemented Phase I of this project within the USAID-funded and -designed PFID-MSP framework. Phase I was designed to develop awareness, support systems, networks and best practices for the meat, seafood and poultry industries in Ukraine and Moldova.

Our implementation approach consists of a five-stage process:

1. Industry assessment/crosscutting analysis

2. Assembly of key stakeholders

3. Identification of critical issues, ranking of needs and impact on local cultures

4. Development of solution strategies

5. Implementation of strategies

PFID-MSP would be happy to submit proposals for food industry interventions in additional areas served by USAID. Such proposals would fit into the Associate Award category for the PFID-MSP Leader with Associate Award that the LSU AgCenter now holds. As such, individual USAID missions can buy into this project without having to submit a request for proposals or treating any submission by PFID-MSP as an unsolicited proposal (refer to the attached document, CIB 10 99). It also complements USAID efforts to promote market-led diversification and trade opportunities through the following:

  • Strengthening business capability of small and medium-sized agro-processing enterprises
  • Improving quality of processed agricultural products, leading to increased sales and employment.

Owing to the success of Phase I, the program has now been extended to Phase II for an additional five years targeting Central America, South Africa and Eurasia (in addition to Eastern Europe).

The Regional Center for Southern Africa of USAID (USAID/RCSA) also awarded an associate award to the LSU AgCenter to conduct the Partnerships for Food Industry Development for Meat, Seafood and Poultry (PFID-MSP) in industries in South Africa, Zambia, Namibia, Moçambique and Malawi to complement the Rural Livelihoods Activity (RLA) under the strategic objective of USAID/RCSA.
